Martin Luther spoke not only of the “priesthood of all believers,” but also of “the magistracy of all citizens.” The implication is that just as each Christian has the rights and responsibilities of a priest, each citizen has the rights and responsibilities of a magistrate, a judge in deliberating civic matters.
